EU EXPANDS SANCTIONS ON RUSSIA’S MILITARY INDUSTRY

On 12 October 2026, the Council of the European Union adopted new restrictive measures adding individuals and entities to the EU sanctions list.

Specifically, two regulations were adopted amending Regulation 269/2014.

The first, Regulation 2281/2026, adds 1,569 individuals and entities to the sanctions list, including 826 Russian companies and 743 individuals associated with Russia’s military-industrial sector. The listed companies operate in sectors such as electronics, semiconductors, communications equipment, aviation, missile systems and ammunition.

Meanwhile, Regulation 2292/2026 adds 77 individuals associated with the organisation of Russian State Duma elections in territories of Ukraine temporarily occupied by Russia.

This is the largest sanctions listing package adopted by the EU, bringing the total number of individuals and entities designated under the relevant sanctions regime to nearly 4,600.
